Robert J. “Bob” Glasgow was born in 1942 in Stephenville, Texas. He graduated from Stephenville High School, and he served three years (1960-1963) in the United States Army. He received a B.A. from Tarleton State College in 1967 where he served as class president and student body president. Afterward, he received a J.D. from the University of Texas in Austin in 1970. Glasgow then started his own law firm in 1970 in Stephenville. In 1987, Glasgow was named a Distinguished Alumnus at Tarleton State University.

Glasgow served as the administrative assistant to Texas Governor Preston Smith (1969-1970). For eight years (1972-1980), he was the District Attorney for the 29^th Judicial District which served Erath, Hood and Palo Pinto counties. Glasgow was then elected as one of the 31 members of the Texas Senate serving the 22^nd District of Texas from 1981 to 1993 (67^th – 72^nd Legislature) as a Democrat.
