{"id":1285,"date":"2023-04-26T21:03:16","date_gmt":"2023-04-26T21:03:16","guid":{"rendered":"https:\/\/www.tarleton.edu\/accessibility\/?page_id=1285&#038;preview_id=1285"},"modified":"2025-05-09T16:27:00","modified_gmt":"2025-05-09T16:27:00","slug":"accessibility-standards-revised","status":"publish","type":"page","link":"https:\/\/www.tarleton.edu\/accessibility\/accessibility-standards-revised\/","title":{"rendered":"Accessibility Standards"},"content":{"rendered":"\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow advgb-dyn-d3f838c0\">\n<p class=\"has-tarleton-texan-black-color has-text-color\">As required by&nbsp;<a href=\"http:\/\/policies.tamus.edu\/29-01-04.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Texas A&amp;M University System Regulation 29.01.04, Accessibility of Electronic and Information Resources<\/a>, Tarleton shall comply with the&nbsp;<a href=\"http:\/\/texreg.sos.state.tx.us\/public\/readtac$ext.TacPage?sl=T&amp;app=9&amp;p_dir=P&amp;p_rloc=155461&amp;p_tloc=&amp;p_ploc=1&amp;pg=82&amp;p_tac=&amp;ti=1&amp;pt=10&amp;ch=213&amp;rl=41\" target=\"_blank\" rel=\"noreferrer noopener\">Title 1 Texas Administrative Code (TAC) \u00a7206.70, State Websites Accessibility Institution of Higher Education Websites<\/a>, which implements the access standards of <a href=\"https:\/\/www.ecfr.gov\/current\/title-34\/subtitle-B\/chapter-I\/part-104\">Section 504 of the Rehabilitation Act of 1973<\/a>, as amended, and with <a href=\"https:\/\/texreg.sos.state.tx.us\/public\/readtac$ext.ViewTAC?tac_view=5&amp;ti=1&amp;pt=10&amp;ch=213&amp;sch=C&amp;rl=Y\" data-type=\"link\" data-id=\"https:\/\/texreg.sos.state.tx.us\/public\/readtac$ext.ViewTAC?tac_view=5&amp;ti=1&amp;pt=10&amp;ch=213&amp;sch=C&amp;rl=Y\" target=\"_blank\" rel=\"noreferrer noopener\">1 TAC \u00a7213, Subchapter C, Electronic and Information Resources Accessibility Standards for Institutions of Higher Education<\/a>.<\/p>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Please note the Department of Justice revised&nbsp;<a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/24\/2024-07758\/nondiscrimination-on-the-basis-of-disability-accessibility-of-web-information-and-services-of-state\">Title 28 Code of Federal Regulations (CFR) Part 35 effective June 24, 2024<\/a>, with additional requirements regarding specific technical standards for accessibility for services, programs, and activities offered by state and local government entities through web and mobile applications.<\/p>\n<\/blockquote>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h1 class=\"wp-block-heading\">Digital Accessibility Office &#8211; Accessibility Coordinator (DAOAC)<\/h1>\n\n\n\n<p><a href=\"http:\/\/texreg.sos.state.tx.us\/public\/readtac$ext.TacPage?sl=R&amp;app=9&amp;p_dir=&amp;p_rloc=&amp;p_tloc=&amp;p_ploc=&amp;pg=1&amp;p_tac=&amp;ti=1&amp;pt=10&amp;ch=213&amp;rl=41\">1 TAC \u00a7213.14<\/a>&nbsp;created the DAOAC to ensure each agency and institution of higher education complies with Texas DAO Accessibility statutes and rules to provide accessibility. Tarleton State University&#8217;s DAOAC is&nbsp;Jackie George, in coordination with the Office of Innovative Technology Solutions (OITS) &#8211; Security Team and the <a href=\"https:\/\/it.tamus.edu\/accessibility\/\" data-type=\"link\" data-id=\"https:\/\/it.tamus.edu\/accessibility\/\">Texas A&amp;M University System Digital Accessibility Office<\/a>.<\/p>\n\n\n\n<p>All Texas A&amp;M University System members have an DAOAC and they collaborate on ways to improve procedures the Texas Department of Information Resources (DIR) describes in their roles and responsibilities.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button has-custom-width wp-block-button__width-100 advgb-dyn-28e33ff4\"><a class=\"wp-block-button__link has-background wp-element-button\" href=\"https:\/\/dir.texas.gov\/electronic-information-resources-eir-accessibility\/eir-accessibility-roles-and-responsibilities\" style=\"border-radius:0px;background-color:#4f2d7f\" target=\"_blank\" rel=\"noreferrer noopener\">DAOAC Roles and Responsibilities<\/a><\/div>\n<\/div>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div style=\"height:37px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">DAO Accessibility<\/h2>\n\n\n\n<p>By its many names, including Electronic and Information Technology\/Resources (EIT \/ DAO) and Information and Communication Technology (ICT), <a href=\"https:\/\/www.ecfr.gov\/current\/title-34\/subtitle-B\/chapter-I\/part-104\">Section 504<\/a>&nbsp;requires schools and universities accepting federal funding to ensure that individuals with disabilities are given equal opportunity to access programs and services offered, which includes equal access to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Web content (e.g., internet\/intranet website, web applications, online forms, social media platforms);<\/li>\n\n\n\n<li>Non-web content (e.g., portable\/cross-device document formats, word processing document formats, email, audio\/video mobile apps, software and operating systems);<\/li>\n\n\n\n<li>Hardware \/ video (e.g.&nbsp;phones and fax machines,&nbsp;smart phones,&nbsp;tablets,&nbsp;notebooks \/ laptops,&nbsp;data processing devices); and<\/li>\n\n\n\n<li>Any future technologies.<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/www.section508.gov\/develop\/applicability-conformance\/\">Revised Section 508 of the Rehabilitation Act of 1973<\/a> and other global laws have adopted the World Wide Web Consortium (W3C)&#8217;s&nbsp;<a href=\"http:\/\/www.w3.org\/WAI\/WCAG20\/quickref\/\" target=\"_blank\" rel=\"noreferrer noopener\">Web Content Accessibility Guidelines 2.0<\/a>&nbsp;(WCAG&nbsp;2.0) standards, which have also been supported many times over the recent years by the Department of Justice (DOJ) in litigation over civil rights protected in the&nbsp;<a href=\"http:\/\/www.ada.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Americans with Disabilities Act (ADA)<\/a>. WCAG defines three levels of conformance: Level A, Level AA, and Level AAA. Tarleton State University is partially conformant with WCAG 2.1 level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard.<\/p>\n\n\n\n<div style=\"height:37px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Universal Design<\/h2>\n\n\n\n<p><strong>Universal Design<\/strong> is a principle that prioritizes accessibility and usability. This approach to design seeks to ensure every user can utilize the DAO. To learn more, visit the <a href=\"https:\/\/www.tarleton.edu\/accessibility\/audio-descriptions\/\" target=\"_blank\" rel=\"noreferrer noopener\">Universal Design page<\/a>.<\/p>\n\n\n\n<div style=\"height:37px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Guidance and Best Practices<\/h2>\n\n\n\n<p>While the WCAG 2.1 standards are extensive in regards to rules and techniques, we want to make sure you have relevant examples of how you can comply with the standards in your daily activities, so we are providing you with solutions based on topics:<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li><strong>Alternative text<\/strong>, also known as alt text, is a description of a graphic (image, video, etc.) read aloud by a screen reader. Alternative text should be provided for <em>all <\/em>graphics. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/alternative-text\/\">Read more about alternative text<\/a>.<\/li>\n\n\n\n<li><strong>Audio descriptions<\/strong> are additional audio tracks that aid those who cannot see the media by describing the visual elements which appear. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/audio-descriptions\/\">Read more about audio descriptions<\/a>.<\/li>\n\n\n\n<li><strong>Closed captioning<\/strong> (abbreviated as CC) is alternative text synchronized with media content. It should be provided for <em>all <\/em>non-textual content in order to aid those who cannot see or hear the media.. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/closed-captioning-for-videos\/\">Read more about closed captioning<\/a>.<\/li>\n\n\n\n<li>When considering <strong>color and design<\/strong>, ensure text and graphics are readable and understandable. This includes ensuring text has sufficient contrast. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/color-design-composition\/\">Read more about color and design<\/a>.<\/li>\n\n\n\n<li>Some<strong> fonts<\/strong> are more accessible than others. Sans serif fonts are preferred due to their simplicity. Fanciful scripted fonts should be avoided when possible. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/font\/\">Read more about fonts<\/a>.<\/li>\n\n\n\n<li><strong>Headings<\/strong> should be structured semantically and accurately describe their topic or purpose. There should only be one Heading level 1 (located at the top of the page). Subsequent heading levels should follow a linear order (H1 &gt; H2 &gt; H3, etc.). <a href=\"https:\/\/www.tarleton.edu\/accessibility\/headings\/\">Read more about headings<\/a>.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li><strong>Links<\/strong> should be written in the active voice and should typically use a call-to-action. Links should not be written as \u201cclick here\u201d. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/links\/\">Read more about links<\/a>.<\/li>\n\n\n\n<li><strong>Lists<\/strong> can organize information more logically than a paragraph. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/lists\/\">Read more about lists<\/a>.<\/li>\n\n\n\n<li><strong>Paragraphs<\/strong> are often used when headings, lists, or tables would be more appropriate. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/paragraphs\/\">Read more about paragraphs<\/a>.<\/li>\n\n\n\n<li><strong>Tables<\/strong> are a great way to express organized content. However, depending on user&#8217;s viewport and settings, they may not always display properly. Therefore, tables (especially ones with several columns) should be used judiciously and <em>only <\/em>when displaying tabular data. <a href=\"https:\/\/www.tarleton.edu\/accessibility\/tables\/\">Read more about tables<\/a>.<\/li>\n\n\n\n<li><strong>Text<\/strong> content should <em>always <\/em>be formatted in order to be accessible to everyone. Text should be understandable and readable. The size, color, font, and styling should be easy to read. It should be organized under proper headings and subheadings. alternative text for non-textual content such as videos, podcasts, music with lyrics, etc. Although often time consuming, you should try to provide transcriptions for all non-text content. <a
