Undergraduate Funding Limit Rule
This Legislation is an attempt to offer a financial incentive to encourage students to complete degree requirements in a timely manner.
Students are then subject to penalty for excess hours.
If you are Texas resident and you enrolled in any public institution of Higher Education BEFORE Fall 1999 you are exempt from the Undergraduate Funding Limit Rule.
If you are a Texas resident and you enrolled in any public institution of Higher Education for the first time in Fall 1999 or later; the following provision applies to you:
Texas Education Code §54.014 provides that there is now a limit on the number of hours an undergraduate Texas resident may attempt* while paying in-state tuition.
Students who have not selected a major are considered, by state law, to have a degree requirement of 120 hours. Developmental courses are excluded from these rules, however, all hours which a student was enrolled at any Texas public institution of higher education, community college, or 4-year public institution, are counted for the 45 hour and 30 hours cap whether or not the hours are accepted for transfer credit at Tarleton State University.
HOW DO I FIGURE MY ATTEMPTED HOURS TO DETERMINE IF I HAVE EXCEEDED THE HOURS ALLOWED UNDER THE UNDERGRADUTE FUNDING LIMIT?
- Did you start Higher Education at a college or university prior to Fall of 1999?
- If the answer is yes, you may stop here. You are exempt from the Undergraduate Funding Limit Rule due to grandfathering.
- If the answer is no, go on to the next question.
- Do you already have a Bachelor's Degree?
- If the answer is yes, you may stop here. Once a student receives an Undergraduate degree they are no longer subject to the Undergraduate Funding Limit Rule.
- If the answer is no, go on to the next question.
- Did you start Higher Education at a college or university between Fall 1999 and Summer 2006?
- If the answer is yes, you are under the 45 hour rule which means that you are limited to 45 ATTEMPTED* semester credit hours beyond the required hours for your degree. Any hours over the 45 hours you will be charged an additional $100 per credit hour for those excess hours.
- If the answer is no, go on to the next question.
- Did you start Higher Education at a college or university Fall 2006 and thereafter?
- If the answer is yes, you are under the 30 hours rule which means that you are limited to 30 ATTEMPTED* semester credit hours beyond the required hours for your degree. Any hours over the 30 hours you will be charged an additional $100 per credit hours for those excess hours.
- If the answer is no, please review the first three questions to see what category you fall under.
- Did you attend a private or out-of-state college or university?
- If the answer is yes, please exclude these hours/credit from determination of excess hours.
- If the answer is no, then use all Texas colleges and universities when calculating your attempted hours.
- Did you receive any W's or F's while attending another Texas university or college?
- If the answer is yes, please add up the number of hours for which you received W's or F's from another public college or university.
- If the answer is no, go on to the next question.
- Did you take any Remedial or Developmental Courses from any public college or university (including Tarleton)?
- If the answer is yes, exclude these hours from your determination, but be aware that there is a separate limit of 18 hours for developmental excess. If you attempt* more than 18 hours of developmental work you may be required to pay excess fees for those developmental courses.
- If the answer is no, go on to the next question.
- Do you know the total number of hours for your degree program?
- If the answer is yes, please proceed to the explanation below.
- If the answer is no, please obtain from your academic advisor or university catalog then proceed to the explanation below.
EXPLANATION TO FIGURE TOTAL ATTEMPTED HOURS:
- Total the number of attempted* hours (including W's and F's) while attending all Texas colleges or universities.
- Add the total number of attempted* hours (including W's and F's) while at Tarleton State University.
- You will then receive a total number of attempted* hours.
- Deduct all CLEP credit, block credit, or Developmental courses from this total.
- You will now have your total ATTEMPTED* hours to determine your status with the Undergraduate Funding Limit.
- Subtract from this number the total number of hours required for your degree program.
- The number remaining is the total of excess hours attempted hours you have taken.
- If you fall under the 45 hour cap once your total number of excess hours exceeds 45 hours you will be charged an additional $100 per credit hour for those credit hours.
- If you fall under the 30 hour cap once your total number of excess hours exceeds 30 hours you will be charged an additional $100 per credit hour for those credit hours.
The above explanations are provided to aid you in determining your status for the Undergraduate Funding Limit Rule. This is subject to change if Legislation changes or is updated.
*Attempted hours are calculated for courses in which a student is enrolled on official reporting day, which is approximately two weeks after the beginning of fall and spring semesters and one week after the beginning of summer semesters. In other words, if you enroll in a course and subsequently drop it, the hours that you attempted but did not complete will count toward the limit imposed by this policy. If you intend to drop a course, you must do so before the end of the official reporting day of the semester to avoid having that course count in your total number of attempted hours. That is, only when you drop before the end of the official reporting day will the hours not count toward the 45 + limit or 30 + limit imposed by this policy.
