Membership Guidelines
All members of Anime of Tarleton must meet the following guidelines
1. Must be a current student of Tarleton State University.
2. Must pay dues after his or her three meeting initiation period is over. Dues are set by the club and may be changed at the beginning of any new academic year when necessary. Current dues are $10 to be paid at the beginning of each semester or a one time payment of 15 dollars for both fall and spring semesters. The 15 dollars must be paid at the beginning of the fall semester. New members joining in the spring must pay 10 dollars for the spring. All members pay dues each academic year. Dues may be paid in the form of cash or check. Members unable to pay may attempt to make arrangements with the officer corps members. Dues are non-refundable.
3. Must agree to abide by the rules put forth in the membership guidelines.
Honorary Membership
Honorary Membership is bestowed by a vote of the group to former members of the group. They are not official members and do not have access to the privileges of the group, but may attend meetings. They do not pay dues as they are not official members. They have no say in club affairs or votes, but must abide by the codes of conduct and procedure at all times when attending a club meeting. Members who were expelled from the group are not eligible for honorary membership.
Guests
Members of Anime of Tarleton are allowed to bring guests with them to a meeting, but all guests must be approved by the president. Guests who are students at Tarleton State University will have to either become a member or pay a fixed amount per meeting if they wish to attend more than three meetings in the academic year. This amount is determined by the treasurer. Guests must abide by the codes of conduct at all times during their visit. If they violate these they can be expelled from the meeting and may be barred from meetings if deemed necessary by the rules enforcement officer.
Officer Corps.
Anime of Tarleton has a corps of 6 positions. All officers are expected to attend meetings on time, and must give notice if they are to be late or absent.
Habitual failure to attend meetings is grounds for removal from office, and or from club. The positions available are as follows
President: The president is the leader of the club, and in the end is the person responsible for the club. The president’s job is hard to define as it may encompass many things. He/she is a coordinator for relations with not only the school, but also the other officers. He/she is the chief executive and calls meetings into session and dismisses them. He/she is also the chief promoter of the club and its activities. The president may also delegate duties not explicitly mentioned in the guidelines.
Vice-President: The Vice-President’s chief duty it to assume the role of the president in the president’s absence. His/Her duties can be all those that the president has, but in most cases he/she is only intended to run the club in the stead of the president. The vice-president is also expected to be chief assistant and advisor to the President.
Treasurer: The Treasurer handles all financial affairs of the organization. They also have access to the club bank account and it will be the treasurer who actually appropriates funds. It is also the job of the treasurer to collect dues and deposit them into the club account. The Treasurer is responsible for all monies in the club account, and misappropriation of club funds is a serious offense punishable by expulsion. When there is a change of club treasurer the out going treasurer must turn over all records and related fiscal material to the president or in coming treasurer. Failure to do so will be meet with legal action. The treasurer is liable for all funds put in their control.
Librarian: The librarian catalogues all anime that is available to the group. This is divided into two categories. Club anime and member anime. Club anime that has been donated to the club, and as such, is club property. It may not be returned to the donator. This anime is to be kept in the possession of the Librarian, and must be surrendered to the president or incoming Librarian when the former Librarian leaves office. Failure to do so will be taken as theft, and legal action will be taken. Member anime is anime that is owned by members of the club but is available for reasonable club use. When it is in club use the club assumes responsibility for its care. A member who damages it will be expected to arrange for replacement and compensation.
Rules Enforcement Officer a.k.a Club Enforcer: The Enforcer is responsible for making sure all rules are followed by members. He has the sole authority to expel members. He will also be expected to hand out reprimands and warnings to offenders. If a flagrant violation occurs he has the power to remove a member, guest, or anyone else from a meeting forcibly if necessary or if serious actions occur with the assistance of the proper legal authorities. Expulsion of members from the club is carried out by the enforcer but must be voted on by club members. The member up for expulsion is not able to vote and while his/her fate is being decided they are suspended until the group has made a decision. Despite the title physical force is to be used as a last resort to resolve issues.
Webmaster: The Webmaster is in charge of maintaining and updating the Anime of Tarleton Website and also sending out the club campus wide emails.
Codes of Conduct
The Codes of Conduct are a set of rules that must be followed by all members at all times when attending either a club meeting or function. Violations of any of these rules will in most cases see the violator admonished by the rules enforcement officer with a verbal warning and reprimand. Repeated or flagrant violations will be punished with removal from meeting, suspension, and or expulsion from club.
1. No food or drinks in the meeting room with the exception of water.
2. No writing on the chalkboard
3. Show respect for all group members, guests, and or honorary members in attendance.
4. No fighting or rough play in the meeting room.
5. No unauthorized use of technical equipment. Only authorized personnel may use technical equipment. Equipment is to be used for club use only.
6. No member is to do anything that would by direct or indirect action damage any material or equipment in the meeting room. In the event that this rule is violated that member is liable for repair or replacement of damaged material, and will in most cases be under review for expulsion.
7.All rules that apply on school property are to be followed in addition to the codes of conduct.
8. Above all else, conduct your self in a mature and responsible manner, and do nothing that would have a detrimental effect on the organization.
Procedural Guidelines
Procedural Guidelines dictate how meetings are to be conducted, but they only dictate the basic outline of a meeting. The club president is responsible for running the meetings as he or she sees fit.
1. Members may arrive to the designated meeting room early, but once they enter the room they must abide by the codes of conduct.
2. President will call meeting into order and any necessary reports or business will be discussed.
3. Once all precursor business has been settled the group will nominate and vote for anime, anime movie, or Asian live action films to be watched. In votes each member may vote for as many choices as they like, but may only nominate one choice. The choice with the most votes wins. No hentai or ecchi titles may be nominated. Any choice that is in a format the club cannot play is automatically eliminated. No partial shows will be viewed. Under normal circumstances the club will watch one anime series at a time. The series will be watched each week during the confines of the allotted time until it is completed. Every other week the group may watch an anime movie(or short ova no longer than 4 eps) or Asian live action film in addition to the normal anime being viewed. Whether this diversion will be taken is also voted on, most votes win. The film/ova/Asian-film will be watched and completed first during the meeting, and after that the normal series will be continued. If a show is finished and time is remaining in the meeting, then the next anime series will be started if it has been selected. If not the meeting will be dismissed early unless other arrangements have been made.
4. Members will be expected to accept the decision of the vote even if it is not in agreement with their personal wishes. If a member does not wish to come to meetings because of the anime that is being watched he or she must give good reason for this to the president. No one will be forced to watch something that is personally offensive to them, but all are expected to give the material being viewed a try. The point of the club is to watch anime and hopefully members will be exposed to new shows or genres they might not normally have watched.
5. When the allotted meeting time has expired then the president will dismiss the meeting.
6. No dub vs sub wars. Given the nature of anime it is understood that members will have a preference regarding dubbed or subbed anime. If the anime in question has both functions a vote will be taken. If the dub is selected dvd subtitles may also be turned on If that is desired and not in conflict with the group members who voted for the dub.
Privileges
1. Members are allowed to attend the annual anime convention called a-kon that is attended by the club every summer. This includes access to club funding for participation in the event.
2. Free use of club anime, and the ability to make arrangements for use of member anime. Members are liable for any anime they borrow, however.
3. Anything else that might happen.
Amendments
Changes can be made to the membership guidelines by a process of amendment. To do so a session of amendment must be called forth. This is done by a club vote, and in order to be called into session the vote must pass with at least 2/3 of the members saying ye. The president is in charge of conducting the amendment session. Any member who has an amendment may put it forth by supplying a written document outlining the amendment. All amendments must be put forth before any amendment may be voted on. Amendments will be voted on in the order that they are submitted. After discussion of said amendment it will be voted on and must pass by having at least 2/3 of the members voting ye. The president may veto any amendment he deems unsatisfactory. A nullification vote will then be taken. To nullify the veto at least 4/5 of the members must vote ye. If the veto is nullified then the amendment will be made to the membership guidelines.
